Add support for pick_ik (MoveIt)

This carries forward #11 by @Timple and fixes the dependency issues found by its CI run.

• select pick_ik for the build
• map its unreleased tl_expected rosdep key to conda-forge's cpp-expected
• backport the upstream tl-expected, generated-header, and TF2 header fixes required by the Lyrical 1.1.1 release

Validation

• generated the ros-lyrical-pick-ik recipe with cpp-expected in host and run dependencies
• built ros-lyrical-pick-ik 1.1.1 successfully for linux-64
• verified the reduced patch through check_patches_clean_apply.py

Supersedes #11 while preserving Tim's original commit and authorship.
