Description of Change(s)
In support of the AOUSD Build Interest Group's cmake modernization, this migrates the OpenImageIO dependency to use CONFIG and named targets.
This PR depends on #4128 which holistically simplifies the imath dependency.
This also enumerates OpenImageIO 3 as the required major version.
