fix(ci): lowercase image owner in ghcr tag - #5

ghcr.io rejects uppercase repository names, so the OpenHomeFoundation owner produced an invalid tag (ghcr.io/OpenHomeFoundation/web-api:...) and buildx failed. Lowercase github.repository_owner before composing the image tag, matching the fix already in slack-budget-app.

Problem
The
v0.0.3release deploy failed at build:github.repository_ownerisOpenHomeFoundation(mixed case), and ghcr.io requires lowercase repository names.Fix
Add a step that lowercases the owner and use it when composing the image tag — the same fix already present in
slack-budget-app. The login step'susernameis left untouched since ghcr login is case-insensitive.github.repository_owneris read via anenv:var rather than inline interpolation, per workflow-injection best practice.
