Revert edits by "Open Paint Maps" and sock accounts

Issue ticket related to edits by "Open Paint Maps", a user engaging in disruptive road classification edits, abusing multiple accounts, and trolling.

Background:

• First appeared in OSM January 2022, with first edits around Malinta, Valenzuela
• Edits mostly related to road classifications
• Engages in trolling, stalking and harassment against users reverting their edits, usually through phony block requests or sarcastic thank yous in edit comments or changeset discussions.
• User's edit comments mostly useless and/or incomprehensible; usually full of typos, wrong grammar and misspelling. Comments also used to harass users.

Following are the user's known accounts:

• Open Paint Maps (main account, active January 2022, blocked twice. dormant.)
• VJMEJ Planned (active April 2022. Blocked and account deleted)
• DRPS PHCA (blocked)
• Vincky Planner (active January 2023, blocked)

actions:

• revert edits
• ask DWG to block accounts
• do not communicate with user (this invites trolling and harassment from the user)

A week has passed and the user has yet to provide a response to my knowledge. Safe to say that edits made by that account can be safely reverted at this point.

Also, some of the user's comments that were in changesets 119608527 and 119747584 have been hidden by the Data Working Group less than 24 hours ago.
