Issue affects ~20k buildings in Subic with "names"
A local utility in Subic is using OSM intensively and helping keep OSM up-to-date in their area, but is adding their internal ref ids as building names incorrectly. The contact person for this organization is amenable to changing this in the past, but there had been no follow-ups on their action plan
It's possible to propose that they move these "names" to a special "ref" key (much like how other entities are using it elsewhere), and have it documented on the https://osm.org/wiki/Key:ref#Special_uses.
The main issue with the approach they've adopted is that building's don't reflect their actual names, and as a work-around, they are added as POIs instead.
