Auto-announce options

Whether an improvement to the birthday announcement feature or a separate feature in itself.

Suggestions:

• Auto-announce birthdays for the month on the first
• • Requires Replace show-nearest with something sensible #80 to be implemented
• Birthdays for the week
• • Could tie in server birthday (Server anniversary/birthday #35) with this?

Could track in database with a timestamp column per server.

Pseudo SQL:
from settings where last_announce > (threshold, whether week or month or day)
select id
update last_announce

Maybe multiple columns for separate week/month tracking
And server birthday.
Set to null if disabled, set to a timestamp if enabled (so add to SQL if not null)
