The v1.5.0 git tag and 1.5.0 Docker image tag already exist, so the docker-build-push workflow failed to push on the previous merge. Bump the patch version so the release pipeline publishes 1.5.1 — the build that carries the evmdecoder 0.0.70 RPC socket-timeout fix.
