Improve TimeInput

For entering times we enjoy the TimeInput component. But some behavior could be smoother. Take our example:

• For me it would be nicer if you enter only the hours and leave the minutes empty that when leaving the control the minutes would be set to 00. Now the control does not accept the input and behaves like nothing is entered. That is confusing for the end user.
• When clicking on the clock icon you open a list of hours and minutes. For some reason it defaults to the current time values. This not real content but only highlighted. It can be useful, that you can select current time, for the end user it is vague how to save this selected time. For me it is confusing that the main control does not contain a time value while the select sist have selected a values. Unfortunately I do not have a proposal how to present it a better way.

TimeInput is a wrapper around the native HTML <input type="time">, and as such is fully controlled by the browser. We have very little control over it. What you described is basically how browsers do it.

We can look into it, but I don't have much expectation, based on previous tries.
