Fixed

• 104: alpha.yml already passed the dispatch note via env; the remaining github.ref_name splices (release notes, summary) now go through env too.
• 107: keybind JS half is now a plain node:test file (ui/tests/keybind-rules.nodetest.mjs), npm run test:rules, added as a build.yml step.
• 110: NSIS check reads HKLM under WOW6432Node and HKCU without it, and treats 0.0.0.0 as missing in both; webview2_probe.h header states it is the tested spec mirrored by the installer.
• 111: doc 11 test list now includes hitch_record (and the JS test / spec count).
• 112: test_transform_model.cpp renamed to test_mag_transform.cpp; test_smoke.cpp removed (cannot fail).
• 114: installer_check.ps1 smoke wrapped in try/finally, restores state, and restarts Wind/WindTray if they were running.
• 115: keybind test finds the fixture via its own source folder and by walking up from the cwd.

• build.bat test: [doctest] test cases: 597 | 597 passed | 0 failed | 0 skipped
• npm run test:rules in ui/: pass 1, fail 0
• installer_check.ps1 parses clean (not run: needs elevation).

No version bump: bumped at merge time.
