ci: build and run the Windows binary on every push, not only at a release - #19

…ease ci.yml tested and built on Linux only; Windows was built and run by release.yml alone, so a change that broke the Windows build or its behaviour there was seen at the next tag. The Linux job now also cross-builds arxmodel.exe the way release.yml does (mingw-w64, -prod), and a windows job runs it on a Windows runner with release.yml's checks: --version against v.mod, check, merge, check of the merged model, and a JSON report. Every action is moved to its Node 24 release (checkout v7, cache v6, upload-artifact v7, download-artifact v8, setup-python v6); the majors before those still declare node20, which GitHub now runs on Node 24 with a warning.
