Adds a VictoriaMetrics backend for OpenTelemetry metrics ingestion via Prometheus remote write and raw instant/range PromQL through the management API. Includes basic auth, separate read/write URLs, SSRF and credential protection, backend configuration forms, OpenAPI/docs, telemetry, benchmarks, and local/CI receiver support.
Continues #4101; the PromQL editor, Endpoints, Alerts, and logs-to-metrics integration remain deferred.
