govulncheck v1.1.4 on main reports 8 reachable vulnerabilities from golang.org/x/net v0.57.0, google.golang.org/grpc v1.79.3 and go.opentelemetry.io/otel v1.39.0, and no CI job catches them. - Bump golang.org/x/net to v0.60.0, grpc to v1.83.1 and otel to v1.44.0 (the version grpc v1.83.1 requires). go mod tidy pulled the remaining minimum-version upgrades. - Add a govulncheck job that runs on every PR and is required by ci-summary. Fixes Infisical#445

Summary
Fixes #445
govulncheck v1.1.4 on current main reports 8 reachable vulnerabilities, more than the 3 in the issue:
This PR:
Type of change
Test plan
All run in a golang:1.26.10 container, with the same webdist stub as CI:
Before the bump, the same govulncheck run reported: Your code is affected by 8 vulnerabilities from 3 modules.
govulncheck still notes some vulnerabilities in required modules that the code does not call. The new job only fails on reachable ones.
Not tested: the new workflow job itself on GitHub Actions (it will run on this PR), the frontend build and the TypeScript SDK, which this change does not touch.
