[Deps] Clean up overrides section #1085

Summary

Clean up the override section and assess whether we should be consistently using upper limits in the overrides, since today we use a mix of bounded and unbounded overrides.

Acceptance criteria

• We've removed all unnecessary overrides
• Overrides use a consistent pattern (i.e. bounded or not bounded) unless there's a reason for the difference
