SDKS-5477 Add CI validation for copyright headers

Description:

Adds a CI check that validates the Ping Identity copyright header of the files changed by a PR. It is the same check as the ones recently added to ping-android-sdk and ping-ios-sdk...

What it does

• Runs on every pull_request, with no path filter, so Android and iOS changes are covered too. The existing CI.yml and flutter-ci.yml only trigger for javascript/** and flutter/**.
• Checks only the files added, copied, modified or renamed by the PR, by diffing against the PR base SHA.
• Fails the check if a file has no Ping Identity copyright header.
• Fails the check if the header's end year is earlier than the current year. For example, 2024 - 2025 is stale in 2026.

Changes

• .github/scripts/check-copyright.sh: checks .kt, .java, .swift, .dart, .js and .jsx files for correct copyright header.
• .github/workflows/copyright-check.yml: new workflow that runs the script with the PR base SHA and repo.
