Lockfile-only patch bump, rustls 0.23.43 → 0.23.44 (Cargo.toml constraint 0.23 unchanged).

Upstream changes: ML-DSA post-quantum certs enabled by default for the aws-lc-rs provider, KeyLogFile now created with owner-only permissions, and a fix for server cert verification when ECH is rejected. No breaking changes.

cli/Cargo.toml:6 pins rustls with the ring provider, not aws-lc-rs, so the ML-DSA default doesn't apply here. No use of KeyLogFile or ECH found in the repo. Nothing in this bump touches how FerrVault uses rustls.

CI was still running several jobs at review time (Test, Lint, Security, RUSTSEC audit, kind smoke test) with no failures so far. Safe to merge once green.
