Lock-only refresh, all patch/minor bumps from crates.io. multiversion and multiversion-macros drop out because encoding_rs 0.8.42 no longer depends on them, and nothing else references them. Root and fuzz locks now agree on cc 1.5.1 and find-msvc-tools 0.1.14. The fuzz ferrflow entry moving to 7.26.8 just syncs the path crate. Nothing blocking.

Re-checked after the lock regeneration. Still lock-only, all crates.io patch or minor bumps with no new crates added. New since last review: cc goes to 1.6.0 in both locks, the root and fuzz wasm-bindgen/js-sys/web-sys sets now match, and the fuzz ferrflow path entry syncs to 7.28.2. Removing multiversion/multiversion-macros still follows from encoding_rs 0.8.42. Nothing blocking. CI was still queued when I checked.
