What does this change, and why?

Adds locales/zh-Hans/widget.json, the Simplified Chinese translation of the eight chat-widget strings, so a reader who picks Chinese in the widget no longer sees English chrome. The keys and structure are copied from locales/en/widget.json unchanged; only the values are translated. zh-Hans is one of the empty community locale directories, so this is a new file rather than an edit to an existing translation.

Related issue

Refs #29 — the issue stays open for the remaining files; this PR is one file, as the issue asks.
