added wasm support

Added WASM bindings for SpiceQL. This includes packing cspice.

Web=true and searchKernels=True is disabled. So this mostly works with uploaded kernels in a web context which there is some use for since it exposes cspice functions to web apps. If web apps need to use USGS kernels, they need to use JS directly to make RESTful calls to the REST API.
