This draft adds a reviewable
ota.yamlpinned to released Ota v1.6.28, ignored Ota-owned local state, and one separate non-blocking GitHub Actions workflow. It does not change sem product source, its existing CI, release flow, cloud integration, or MCP configuration.Evidence

The fixture warms sem's local graph at revision A, changes the fixture at revision B, then checks revision-B graph/query output for the new entity and edge while rejecting the revision-A-only edge. Separate native and container summaries and raw outputs are retained as artifacts.
