v0.9.87 — Consistent List Output

What changed

GPC v0.9.87 makes list output consistent across the whole CLI.

grants list, testers list, and tracks list now return the same --json envelope as every other list command:

{ "<key>": [], "nextPageToken": null, "meta": { "count": 0 }, "message": "..." }

Breaking: if you parse those three commands with --json, read the named key (grants, googleGroups, tracks) instead of a bare array. Table output is unchanged.

• Google's third-party US app store listing syndication, and the opt-out by July 22, 2026.
• The Play Billing Library v8 requirement (deadline August 31, 2026).
• An Android 17 (API 37) preflight note on large-screen resizability.
