vicky: Implement Timeouts

We want to be able to timeout jobs after a certain amount of time.
This may happen, if a worker misbehaves or crashes during execution.
If there is a timeout, the lock should also be poisoned.

Probably gonna implement this with some sort of heartbeat ping.
