[FR] Runtime visibility toggle for Options

Being able to hide/show individual options from the settings menu would be usefull for two cases:

1. If you want to have a option depending on a 2nd option to work.

2. Hide options not valid for the current platform. Like TTS Volume on Android that is not applicable.

2 Can already be done. After options init, check the platform then call the function to remove the option from the list.

1 Is a lot trickier because it needs to support the Lua API and nothing about the options system was built with interdependency in mind.
