Add Dutch language

Hey @bfany365, we wrap https://huggingface.co/hexgrad/Kokoro-82M, any new lanugages would have to be added via fine-tuning etc.

I think hexgrad/kokoro#292 has some mention of doing so, but don't believe it's been followed up on. There could be other community projects that have done so, if so, I can look at added support for those models.

At the risk of being annoying, I'll observe this request and #312 raises the point it seems as though Kokoro-82M is in the same state it was in as of late January 2025. Is anyone (hexgrad or otherwise) doing any work on developing Kokoro further?

Of all the TTS tools I've investigated, Kokoro-FastAPI, and FastKoko in particular, remains the easiest to work with, but there is room for improvement. For example, VoxCPM2 shows promise, but using VoxCPM2_portable is somewhere between trying to herd cats and nailing jelly to a wall for productivity. Seeing VoxCPM2's features brought to Kokoro-82M, and Kokoro-FastAPI in particular, would make my day. :)
