Clarify how to re-run GitHub actions on PRs #1786

I'm reading the contributor docs, section Keeping continuous integration green.

If this still doesn’t help with the failure on the PR, you can try to re-run that particular failed check. Go to the red GitHub Action job, click on the Re-run jobs button on the top right, and select Re-run failed jobs. The button will only be present when all other jobs finished running

I cannot see any such red button when looking at #126603. Are these instructions out of date? (Maybe the GitHub UI changed?) If not, please expand the documentation to tell me where this button is. e.g. is it on the PR Conversation page, the PR Checks page, the page for a specific CI failure, etc.

The phrase "go to the red GitHub Action job" makes it sound like I should click on this:

That takes me to a static documentation page on python.org. There is nothing specific to my PR there which I can click.

I can't see any "re-run" or "update" button anywhere.
