Handling of truncated body is not consistent between different compressors

[Cycloctane]

Current body decoder only performs EOF checks on zstd and br[brotlicffi].

When a response body is compressed with gzip, deflate, or brotli but is truncated or malformed, HTTPX2 silently returns incomplete data instead of raising an error.

reproduce test:

from backports import zstd

c = zlib.compressobj(9, zlib.DEFLATED, zlib.MAX_WBITS | 16)
compressed = c.compress(b"test 123") + c.flush()
r = httpx2.Response(200, headers=[(b"Content-Encoding", b"gzip")],
                    content=compressed[: len(compressed) // 2])
print(r.content) # b'tes'

compressed = zstd.compress(b"test 123")

r = httpx2.Response(
    200,
    headers=[(b"Content-Encoding", b"zstd")],
    content=compressed[: len(compressed) // 2],
) # raised
print(r.content)
