How to remove default players from /plan commands COMPLETELY and No Messages

Version: 5.4 build 1485

By default my players have default privledges to /plan and could've had access to my plan dashboard page

I added this deny permission to permissionex and they can still do /plan and see a message saying to do /plan help. I whitelisted my dashboard.

How do I remove the full ability for default players to be able to do /plan

You're using an unsupported version. plan.command permission was added in a later version
