E15: ticket drafts, and the epic filed as nextbsd#471

Adds the E15 ticket drafts page: the epic, the area:storage label and all
21 child tickets in four stages (fstab and boot; Linux ABI mounts; the
diskarbitrationd daemon; framework, unmount/eject and the Gershwin bridge),
plus the #467 migration, twelve linked issues and seven correction comments,
with every field embedded as JSON. The epic is filed as nextbsd#471 on the
roadmap with #467 under it; the children are still drafts.

Folds the drafting pass's corrections into the research page: no kickstart in
the launchd-842 launchctl, empty_dir only unmounts beneath /tmp and /var/run,
the loader reads the fstab root line, gpart GUIDs are lower-case, FreeBSD
mount(8) has no -k, charset mounts need iconv kernel options, and flat
library layout instead of a .framework bundle.
