The first contributions workflow should be revamped

What would you like to be added:
Currently, the first contributions workflow is only written with help of github scripts. It only checks for the PRs and doesn't take into account when someone messages or creates the issue.
In most of the other popular repositories, a popular action already exists on marketplace which takes all this into account.

Why is this needed:
To improve the first time experience of a new contributor.

This issue is stale because it has been open 180 days with no activity. Remove stale label or comment or this will be closed in 7 days.
