Allow adding comments in the Preview view (not just Editor/Changes views)

When reviewing a change request, I'd like to be able to add comments directly from the Preview view. Today comments are only available in the Editor and Changes views, but Preview is where the content actually shows up with final design and styling applied — which makes it the easiest and most accurate place to review.

Right now reviewers have to switch back to the Editor or Changes view to leave a comment, which breaks the flow of reviewing content as it will actually appear. Supporting inline comments in Preview (anchored to the relevant block/section, similar to how they work elsewhere) would make the review process smoother and reduce back-and-forth between views.
