Tuxedo OS is a Linux distribution based on Ubuntu LTS. When I used automatic installer script available at https://www.id.ee/artikkel/paigalda-id-tarkvara/, then it said tuxedo is unsupported and exited. However, when I modifed the installer script, specifically line 148, which says "ubuntu|neon|zorin)" and added tuxedo, "ubuntu|neon|zorin|tuxedo)", then it works correctly. Tuxedo OS uses Ubuntu version number and codename, only distribution name is not ubuntu. After installation DigiDoc4 appears in the menu, it works. Also WebEID is present. I have not encountered any issues and I would say it is safe to treat Tuxedo OS as Ubuntu.
