Allow developer to dispute a rejected submission with reason and evidence_links. Validate submission was rejected and belongs to the user. Create dispute record with 'open' status.

Plan:

1. Implement POST /submissions/:id/dispute -- validate the submission was rejected and belongs to the requesting user
2. Accept reason and evidence_links in the request body
3. Create dispute record with 'open' status linked to the submission
4. Add proper validation (submission must be in 'rejected' state, user must be the developer who submitted)
5. Add tests covering happy path and edge cases
