Local storage issues

Several issues

1. Cloud Storage folders (Dropbox, Google Drive. etc.) are not selectable
2. Local Folder .cook files do not refresh when modified
3. Recipes are still available in-app even after .cook file is deleted from the Local Folder (have to Force Stop and Clear Data)

Both allege they are Android 16.
