Soft reboot doesn't respect setup-root-conf.toml

When soft-reboot, bootc always setup root using default config. But it should read config in rootfs it booting into.

This config is supposed to be in the initrd, and if it changes, we don't allow soft-rebooting as the initramfs will have changed.

Ok, so maybe we just read the config in current rootfs? Anyway it shouldn't be just default right? It's overwriting my var.mount now🫠

Hmm.. we need some sort of standard for this as it gets a bit confusing. I think we should just be able to read /usr/lib/composefs/setup-root-conf.toml from the new erofs, but it kinda goes against what we have for the first boot which is that we expect the config to be inside the initramfs.
