[statistics] widget error on login/main page

Describe the bug
Panel with infinite Loader/spinner when the user does not have access to statistic?
Tagged it as statistic as a 500 error is visible on the console log.

To Reproduce
Steps to reproduce the behavior (attach screenshots if applicable):

1. Create a user with only access-profile permission.

3. Login to LORIS.
4. See error

Infinite loader + 500 error

What did you expect to happen?
No panel ideally if no access to data (no permission), or at least no infinite spinner.

Browser Environment (please complete the following information):

• OS: manjaro
• Browser: Zen 1.20.1b (Firefox 151.0.2) (64-bit)

This is solved in #10057 I believe. If critical maybe it should be moved into its own PR for the release
