create a docker container for running the utility

As a DevOps user with limited JavaScript experience, I would like to be able to run a docker container that has the NodeJS runtime and the library installed.

• Dockerfile
• official NodeJS base
• an image hosted on DockerHub (would be nice)
• the 0.1 version of onion installed
• volume mount where data can be looked up
• bash script to run the container and make the mount
