Disable biome creep settings doesn't work

Reproduction steps (if applicable)?

1. Change the "Allow[Evil]Creep" to false (All 3)
2. Restart the server
3. Test if it still spreads
4. It still spreads

With this option not working and the server being 24/7, the world spreads a lot more, cuz the world it's always loading.
Idk if this is important, but the server is being hosted on Gaming4Free
