Why is the "Looking to change your language" question in the appearance settings if it does nothing and there is nothing below it?

Steps to reproduce

1. open settings
2. open appearance setting
3. see "Looking to change your language?"
4. it does nothing and there is nothing around it related to it

Expected behavior

there should be something near it to go to lang settings or the thing should not be there
