Windows Text Service Framework port

Assalamu alaykum, vai. In #436 you mentioned a Windows port being in the works. I've recently finished a preliminary port, albeit only enabling Avro Phonetic scheme for now.

Owalaikumus Salam, thanks! I would be glad if we could collaborate. I will submit a PR of the windows port, will tag you there.

Currently, I am having issue with displaying Bangla preedit text, if I apply DisplayAttribute (underline) the text becomes corrupted. If I disable DisplayAttribute then the text doesn't get corrupted but the text doesn't render properly (like আমি becomes আম‌ি) on Notepad.

Also, notepad has broken rendering with complex script preedit text, as I learned the hard way.
