For you feed: recommendations panel fails with ‎`Cannot read properties of undefined (reading 'length')`

On the GitHub Feed page, the For you recommendations section fails to load and instead shows an error.

Steps to reproduce

1. Go to https://github.com
2. Open your Feed page.
3. Scroll to the For you section.

Expected behavior

The For you section should show personalized repository/user recommendations.

Actual behavior

The section shows:

Failed to load recommendations. Please try again later or open an issue.
Details: Cannot read properties of undefined (reading 'length')
