Artifact builder is stripping a file which is needed for scaffolding drupal (docroot/core/assets/scaffold/files/drupal.README.md)

I have started using this for a project and had trouble with getting the artifact run to build, because the file " docroot/core/assets/scaffold/files/drupal.README.md" is removed by sanitizing the artifact, but the Drupal Scaffold wants to copy it inside some folders which makes the drupal scaffold command break.

Is this a bug or is using drupal-scaffold with artifact builder discouraged?
