Add emplacement-moving mode for trile translation

Consider changing moved triles’ emplacement instead of only offsetting their position, replacing whatever is in the place they are moved to.

Whole-trile snapping could be the default translate behavior, making this an intuitive move tool. Holding a modifier key would allow finer offset control within the current emplacement.
